高雄市鄭姓女子四年前蓄意旋開瓦斯鋼瓶閥，再用打火機點火釀民宅氣爆，害自己顏面、四肢有燒燙傷，檢警據高雄市消防局火調報告，依放火燒燬住宅罪嫌起訴鄭女。然而，鄭女不斷辯稱，「不記得案發經過」，鄭父也證稱，女兒長期受思覺失調症所苦，有就醫診斷紀錄，高雄地方特惠組合法院認定鄭女犯案時，出現被害妄想才想輕生，判她無罪，令她入處所施以監護1年。鄭女與舅舅、舅媽同住一屋，卻在四年前10月31日時，將放在一樓客廳茶几旁的瓦斯鋼瓶氣閥開關轉開，讓瓦斯外洩，再點火點燃瓦斯，害民宅氣爆，現場一片慘不忍睹，沙發塑膠皮、電視機外殼全被燒熔，茶几桌板結構也被高溫燒得碳化，幸好氣爆威力不至於讓住宅主結人氣產品過年送禮推薦構損壞。. } }); } 同棟住戶聽聞氣爆聲響，通報高雄市消防局趕抵搶救，涉嫌縱火的鄭女也被依法送辦。鄭女到案辯稱，有聽過父親講述過此事，但已不記得案發經過。鄭女辯護人也辯稱，鄭女受妄想型思覺失調症影響人氣產品網購人氣商品，犯案時欠缺辨識、行為能力，也就沒有責任能力。檢方調查，鄭女案發前曾陸續在家割腕、用刀刺傷胸口，還曾從3樓高處一躍而下，送往高雄榮民總醫院急診救治，發現她出現被害意念，還有視聽幻覺等症狀，經醫院診斷，鄭女疑似有思覺失調症。鄭女在犯案那年9月22日出院，隨後在10月31日縱火，害自己顏面、右上肢、雙下肢有二度燒傷，受傷表面積占全身13%。高雄地方法院認定，鄭女犯案時受被害妄想影響，無法分辨現實與妄想情境，深感無望才萌生自輕生念頭，判她無罪。然而，鄭女行為對他人生命財產有高度危險性，若缺乏適度治療，恐有再犯疑慮；為優惠專區必買及早預防，法官令她持續接受精神評估、治療，並入相當處所施以監護1年，可上訴。高雄市鄭女患思覺失調症，4年前出現被害妄想，旋開瓦斯又點火釀氣爆，高雄地方法院認定她無行為辨識能力，判她無罪，但要施以監護1年。圖／報系資料照 分享 facebook
柯P：有打有保佑
台北市公費流感疫苗昨（十五）日第一天開打，市長柯文哲特地到市立聯合醫院仁愛院區，與衛生局長黃世傑帶頭接種流感疫苗，呼籲符合接種資格的朋友們一同接種流感。柯文哲表示，施打疫苗還是成本效益最高的醫療，理想的醫療是不會生病，而不是生病之後再來治療。
柯文哲說，或許有人會質疑施打流感疫苗也不是一百%就不會感冒，但在統計數據上顯示，施打流感疫苗的病人在得感冒後的死亡率下降了八十%，所以有打有保佑，打還是比不打好。呼籲在台北市設籍且滿六十五歲以上的長者，還沒有施打過肺炎鏈球菌疫苗，在接種流感疫苗時，也順便打一針肺炎鏈球菌疫苗，因為流行性感冒是濾過性病毒，變異比較快，所以要每年打，但是肺炎鏈球菌疫苗是細菌，基因比較穩定，大概一生打一次就可以了。
對於姚文智批柯文哲的民粹主義會讓台灣未來像菲律賓？柯文哲說，這其實是失言，菲律賓在杜特蒂當總統以後，連續六年經濟成長率超過六%，今年恐怕會超過七%，所以不要隨便嘲笑別人，我們自己還要努力一下。對於記者詢問柯市長覺得台北市是地獄嗎？柯文哲說，台北雖然不是盡善盡美，但是看台北市的經貿在全世界的排名也是有十幾名，雖不是盡善盡美，但也沒這麼差。
